The Scale of the Problem
In 2023, New York State recorded 390,334 motor vehicle crashes — one every 82 seconds, around the clock, every day of the year. Behind each of those numbers is a driver, a passenger, a pedestrian, a family. The human cost is staggering: more than 123,000 people injured and more than 1,100 lives lost.
What makes these numbers particularly striking is not their size, but their consistency. Crashes are not random events concentrated in storms or on holiday weekends. They follow predictable patterns — patterns that, when understood, point clearly to where intervention could save lives.

"More than one in four crashes in New York State results in someone being injured. Every hour of every day, fourteen New Yorkers are hurt on the road."
Property damage-only crashes account for 72.6% of all incidents — 283,258 in total. But the remaining 27.4% that produce injuries or deaths represent a public health crisis playing out on roads, intersections, and highways that most New Yorkers drive every single day.
When Crashes Happen
The Patterns Are Predictable — and Counterintuitive
Understanding when crashes occur reveals patterns that are consistent enough to be striking — and in some cases, surprising. Two of the most dangerous times on New York roads are not when most people assume.
October and November are the deadliest months for crashes in New York State — not January or February. October saw 36,705 crashes (the highest of any month) and November ranked second with 37,045. Combined, those two fall months produced more crashes than any winter period.

The road surface data makes this even clearer: 74.8% of all 2023 crashes occurred on dry pavement. Snow and ice were factors in only 3.5% of incidents. Rain-wet roads accounted for another 16.9%.
Friday is the most crash-prone day of the week, recording 63,417 crashes — 43% more than Sunday, the quietest day. But the fatality picture tells a different story: Saturday and Sunday combined account for 34% of all weekly fatalities despite producing only 25% of weekly crashes. Weekend driving is significantly more likely to result in death when a crash occurs.
Peak crash volume falls between 3:00 PM and 6:00 PM — the afternoon commute window, when 30,868 crashes occurred at the 5 PM hour alone. But the most fatal hours are not the most congested ones. The 6:00–7:00 PM hour produces the most fatalities per crash, followed by the late-night hours of 11 PM through 1 AM.
Road & Weather Conditions
Clear Skies, Dry Roads — and Still Crashing
The conditions present during most New York crashes would not alarm any driver. The vast majority occur in circumstances that feel entirely routine.

The implication of these numbers is significant. If the overwhelming majority of crashes occur in good conditions — clear weather, dry roads, full daylight — then the cause is not primarily environmental. It is behavioral.
Contributing Factors
Human Error Drives the Crisis
When crash reports identify contributing factors, the picture that emerges is almost entirely behavioral. The top causes of New York State crashes in 2023 point directly to driver decisions — not road conditions, not vehicle failures, not weather.
The three leading human factors alone — tailgating, failure to yield, and distraction — account for nearly 99,000 crashes, or roughly one in four of all incidents statewide.

Regional Analysis
New York City Dominates — But Every Region Has a Crisis
New York City's sheer density makes direct comparisons with upstate markets difficult, but the concentration of danger in the five boroughs is nonetheless remarkable. The ten most dangerous intersections statewide are all in New York City — and the top-ranked intersection, Cross Bronx Expressway & Jerome Avenue in the Bronx, has a Danger Score of 593 — more than twice that of the highest-ranked intersection in any upstate market.
But outside the city, the pattern shifts. Buffalo, Rochester, and Syracuse all produce high-severity intersections with significant injury rates. Smaller markets like Watertown, Elmira, and Plattsburgh have lower absolute volumes, but their most dangerous intersections remain deeply concerning.

Key Findings
What the Data Tells Us
Finding 01 — The Danger Is Concentrated
Suffolk and Nassau Counties on Long Island together account for 21.6% of all crashes statewide despite representing a fraction of the state's land area. The five boroughs of New York City add another significant share. But concentration is also a feature of upstate markets — in Albany, six of the fifteen most dangerous intersections share a single road: Central Avenue.
Finding 02 — Darkness Kills Disproportionately
While 62% of crashes occur in full daylight, darkness carries a dramatically higher fatality rate per crash. The 6 PM to midnight window produces far more fatalities per incident than daytime hours — a pattern consistent across every region in the state.
Finding 03 — Weekend Nights Are Uniquely Dangerous
Saturday and Sunday record fewer total crashes than weekdays, but their fatality rates per crash are the highest of any days of the week. The combination of weekend nighttime driving, fatigue, and alcohol involvement creates conditions that turn survivable crashes into fatal ones.
Finding 04 — Fall, Not Winter, Is the Deadliest Season
October is the single highest-volume crash month in New York State. November ranks second. The data challenges the conventional assumption that winter driving is the primary hazard — reduced daylight, deer activity, and early darkness appear to make fall a more dangerous season than the icy months that follow.
Finding 05 — Most Crashes Are Preventable
The top contributing factors — following too closely, failure to yield, and driver inattention — are all behavioral. They occur in clear weather, on dry pavement, in daylight. They are not the product of uncontrollable circumstances. They are decisions. That means they can be changed.

About This Analysis
This report is based on 390,334 motor vehicle crash records filed with the New York State Department of Motor Vehicles for calendar year 2023. The dataset includes all police-reported crashes across the state's 62 counties.
Intersection danger scores were calculated using a weighted formula: +1 point for each reported crash, +2 points for each person injured, and +3 points for each fatality. Scores reflect cumulative risk over the full study period. Regional market boundaries follow standard Designated Market Area (DMA) definitions.
